The carnival began in 1993 and is held annually on the last Saturday and Sunday of November in Okinawa City. The event lasts for two days and attracts tens of thousands of participants every year. Ryukyuan dances, street dances, eisa, folk performances, musicals, live music, brass bands, etc. are performed.

The main venue is Koza Gate Street. The centerpiece of the event is the "Carnival Parade," in which citizens' groups and local dance teams in various costumes march from Chuo Park Avenue to Koza Gate Street via National Route 330. The venue is filled with diversity, with many foreign teams participating who reside in Okinawa City.

During the event, the "Gate #2 Festa" will be held at the same time, attracting numerous events from inside and outside of the prefecture. A variety of events, such as live rock bands and a motorcycle parade, will be held that cannot be seen anywhere else in Okinawa Prefecture. Since the Corona Disaster, the event has been held simultaneously in real and online.
