It features the stately "Fountain Plaza," made with stone pillars and materials from the old prefectural office building, a vast "Lawn Plaza" ideal for leisurely picnics and naps, and "high bars" that can be used for hanging or doing pull-ups, allowing visitors to spend their time freely and comfortably.

The park also houses a two-story wooden building, the "Guest House," built in French Renaissance style, used as a reception hall in the Meiji era and now open to the public. This important cultural property houses a café restaurant, where visitors can enjoy drinks and alcohol in a nostalgic atmosphere.

In August 2019, the "HARENO GARDEN EAST&WEST" dining area opened in the Nishinakasu area, bringing together four stores including a bakery café and an Italian restaurant, creating a new buzz in the area. The park is also known as a cherry blossom spot, where the cherry trees along the Yakuin Shin River bloom into delicate spring colors, attracting many viewers in the spring.
